California, Mexico Sign MOU for Tuition Equity

On October 21, leaders from California and Mexico participated in a ceremonial signing of a new Memorandum of Understanding (MOU) related to Assembly Bill 91. This legislation, authored by Assemblymember David Alvarez and State Senator Steve Padilla, allows students living in Mexico, within 45 miles of the California-Mexico border, to attend community colleges in San Diego and Imperial counties at in-state tuition rates. In turn, U.S. students can attend institutions in Baja California at resident tuition rates.
Starting in the Spring 2025 semester, students from Baja California can enroll in San Diego City College, San Diego Mesa College, or San Diego Miramar College under this program.
AB 91 aims to enhance access to affordable higher education for students who may have relocated to Mexico due to California's high cost of living. By lowering tuition barriers, this legislation facilitates academic pursuits for students on both sides of the border, promoting educational equity.
Furthermore, the bill is expected to positively affect the economic landscape of the Cali-Baja region by ensuring the availability of a skilled workforce, critical for competing in a globalized economy. The collaboration between educational institutions in California and Mexico is meant to foster a stronger relationship between the two regions.
